IRB Regulations

The iRB (International Rugby Board) Regulations of the Game give players, administrators and any other entities involved in Rugby an additional reference for issues that are outside the scope of the Laws of the Game. These Regulations passed by the Council or which may hereafter be passed by the Council under the powers contained in the Bye-Laws are binding on all Unions and Associations.

IRB Regulation 2. Compliance with Regulations

A Union or Association must ensure that it complies with these Regulations and must further ensure that it takes appropriate action to inform each and every one of its members of the terms of the Regulations and the obligation to comply with the same. Any breach(es) of such guidelines may render a Union, Rugby Body, Club or Person responsible for such breach(es) liable to sanctions.
